面對(duì)日益嚴(yán)重的環(huán)境問(wèn)題，低碳經(jīng)濟(jì)越來(lái)越引起世界各國(guó)的關(guān)注。對(duì)于低碳經(jīng)濟(jì)的界定雖各有不同，但人們普遍承認(rèn)，低碳經(jīng)濟(jì)是以低能耗、低污染、低排放為基礎(chǔ)的經(jīng)濟(jì)模式，是人類(lèi)社會(huì)繼農(nóng)業(yè)文明、工業(yè)文明之后的又一次重大進(jìn)步。低碳經(jīng)濟(jì)實(shí)質(zhì)上是能源高效利用、清潔能源開(kāi)發(fā)、追求綠色GDP的問(wèn)題，核心是能源技術(shù)和減排技術(shù)創(chuàng)新、產(chǎn)業(yè)結(jié)構(gòu)和制度創(chuàng)新以及人類(lèi)生存發(fā)展觀念的根本性轉(zhuǎn)變。在我國(guó)經(jīng)濟(jì)發(fā)展的關(guān)鍵時(shí)期，更加協(xié)調(diào)低碳經(jīng)濟(jì)與發(fā)展的關(guān)系，保護(hù)地球的生態(tài)環(huán)境，事關(guān)中國(guó)人民乃至全世界人民的福祉。

       Facing the more and more serious environment issues, low carbon economy increasingly arose the world’s attention. The definitions of low carbon economy are different, while it is wildly acknowledged that low carbon economy is the economic model based on the low energy, low pollution and low emission, which has been a significant advance of human society since it undergoes the agricultural civilization and industrial civilization. The low carbon economy, in essence , is the efficient utilization of energy, the exploration of clean energy and the pursuit of green GDP. 

       Its core is the innovation of energy technology and emission reduction and the industrial structure and fundamental change of human survival and development concepts. In the critical period of economic development in our country, to further coordinate the relationship between low-carbon economy and the development, protect the ecological environment of the earth, is about the well-being of the Chinese people and the people all over the world as well.
